Do the top 1% of earners pay 28% of the tax burden?

Full Fact checks the claim, made by Theresa May, that the top 1% pay 28% of the tax burden. It finds the figure is the top 1%'s share of income tax only — not the total tax burden, which also includes VAT, National Insurance and council tax that fall more heavily on lower earners — so the claim overstates how much of all tax the wealthy shoulder.
